Snapseed
The ↑ effects are done with an app called Snapseed, and each one takes 2-3 minutes. I did a little bit of it on the train.
Just applying the prepared effects (shown on the left) will make it look better, and using the tools to apply a few effects will make it look more artistic.
In the tools screen, you can swipe up and down to bring up the menu and swipe left and right to make fine adjustments.
